The Missing Pieces? Capabilities for Arts & Culture! Rethinking Arts Education and Cultural Participation in Hong Kong

How do people come to feel that culture belongs to them?
This dissertation examines the gap between Hong Kong’s ambitions as a global cultural hub and the everyday experiences of its citizens. Through the lens of arts education and the Capability Approach, it argues that cultural participation is shaped not only by infrastructure and access, but by an individual’s confidence, curiosity, and sense of belonging. The research advocates for a more people-centred cultural policy that places participation, learning, and creative development at its core.

During my research on the Cattle Depot Artist Village, I observed that the absence of a centralised organisation often made it difficult for visitors to fully understand the site's history, artistic practices, and cultural value. To address this, I developed the idea of a self-guided booklet that could serve as an accessible interpretive tool, helping visitors form a stronger connection with the village and its distinctive identity.

Place “Re-Making” Report - Cattle Depot Artist Village

The project reviews Cattle Depot’s history, uses online surveys and first- and secondhand research, and proposes a “place remaking” vision to strengthen its future value.
